The Wheeling Housing Authority is governed by a Board of Commissioners. The Mayor of Wheeling appoints board members.

The Board of Commissioners is responsible for approving the annual budget, contracts and setting policy. Meetings are held the second Wednesday of every month in the Boardroom at Riverview Towers, at 3:00 p.m., 601 Main Street in Wheeling. The meetings are open to the public.

Eugene C. West "Chip" served the Wheeling Housing Authority as a Commissioner, holding the roles of Chairperson and most recently Vice Chairperson, from 1997 until the time of his death on Sunday, October 10, 2010. Mr. West was a great asset to the Wheeling Housing Authority and will be sorely and sadly missed.
