HOPE VI Dreams Realized

In August of 1999, the Wheeling Housing Authority was awarded a $17 million HOPE VI Grant from the Department of Housing and Urban Development (HUD).  The HOPE VI Grant is being used to revitalize East and North Wheeling. The revitalization process included the demolition of old, distressed apartment buildings and constructing in their place new and vibrant communities offering real opportunities for residents.

Overlooking the scenic Ohio River, this exciting development offers an economical mix of apartments, townhouses and single family homes for rent and for sale.  Reflecting the Victorian Heritage prevalent in North Wheeling, the homes are designed to complement the local architecture while offering all the amenities of a new home.

The North Wheeling homes offer a traditional neighborhood setting with attractive landscaping to enhance the riverside community.

The neighborhood includes:

  • Newly-constructed one-, two- and three-bedroom apartments for rent and three-bedroom houses with varied floor plans for sale

  • Fully-equipped kitchens

  • Wall-to-wall carpeting

  • In-unit climate controls for heating and cooling

  • Washers and dryers in the rental units and hook ups in the for-sale homes

  • Ample parking and storage

  • Wired for cable and Internet access

  • Accessible and adaptable rental units for people with special needs

The community in Historic North Wheeling provides equal housing opportunity regardless of race, religion, color, sex, handicap, family status, national origin or sexual orientation.  Qualified households may be eligible for adjusted rents and/or rental assistance depending upon availability.
